In 1978 I had the opportunity to take my first sabbatical leave. My preference was to go to the UK. When I asked for advice about where to go a clear message was given that I should go to the University of Bath where since 1965 Cedric Sandford had been Professor of Political Economy, and where since 1974 he had been Director of Bath University’s Centre for Fiscal Studies.
